You can use the command /plot flatten. It costs 25 gems and can be use by plot owners on their plot or mayors on unowned plots in their town. It will create a chunk with land just above sea level. It will give the top layer of the plot a border made with leaves. Blocks on the plot are deleted. If you have valuable blocks on the plot you want to keep then collect them before using this command.
